Steven M Wagner, Phd, MPA

Dr. Steven Wagner worked in healthcare administration since graduation from University of Texas at Austin with a Bachelor of Liberal Arts in 1976. He began as a biller and collector in a small psychiatric/medical hospital in Austin until he most recently celebrated 20 years with Texas Tech University Health Sciences Center at El Paso’s Paul L Foster School of Medicine as the Managing Director of Business Operations and Clinical Instructor for Health Policy, Finance and Administration. As Managing Director, Dr Wagner directs daily operations of billing/collections, registration, managed care contracting, business IT applications, physician credentialing, managed care enrollment, and physician service contracting. As clinical instructor for health policy, finance and administration, Dr Wagner teaches a 4th year medical student course in how the Patient Protection and Affordable Care Act (2010) impacts physician practice of medicine. The course objective is a publishable article from students on one aspect of the PPACA 2010 and its impact on practice. Dr Wagner’s interests focus on patient navigability through health reform and how institutional and practice policy impact patient care. His seminal Study in 2012 on health insurance implications on medical outcomes resulted in contraindications of previous held beliefs. Currently, Dr Wagner is working in collaboration with other professionals on the medical outcomes and self-perceived health status of patients in Integrated Behavioral Health with Primary Care programs. Other studies performed by Dr Wagner include subjects ranging from ICD-10 preparation to other PPACA 2010 policy implications on health status and accessibility. In addition Dr Wagner teaches Healthcare Administration at Independence University, a school of the Center for Excellence in Higher Education.
