Dr. Donna Rice is the President of DR Consulting, LLC, a small company developed to provide education and training services with the goal of empowering teachers, instructors, youth leaders, and administrators to better prepare young people for success in school and in life. She is a certified Winning Colors® master trainer and uses the behavior identification program and other state of the art tools such as the Success Profiler® to equip her clients to teach to the whole child and to pass on communication, negotiation, academic, and other success skills to their students. She currently serves as a certified online instructor, instructor of record, or certified advanced facilitator for four universities, consults with several organizations, and provides curriculum development services for university level courses in research, curriculum, teaching, and ethics. She is also responsible for the leadership curriculum for the National Middle School Cadet Corps and serves on several boards such as the College Options Foundation, the Veterans National Education Program, the Marching Elites, The Family Center of Hope, and the Citizenship Project. She has published articles in multiple publications and is currently co-authoring a book. Donna is a retired civil servant who served as the Chief, Education for the Army JROTC Program for 25 years where she was responsible for establishing a residence and distance-learning course as well as training for instructors and a curriculum for secondary school students. In that capacity, she worked with national and state departments of education to enact policies favorable to programs where students can develop leadership, citizenship, success skills, healthy habits, and fitness to the maximum extent possible. Subsequently she was the Program Manager for Project Partnership for All Students’ Success (PASS), a pilot leadership program supported by the U.S. Army, The National Association of State Boards of Education (NASBE), and The Department of Education. This exciting initiative combined a state of the art, 21st Century curriculum with the resources from a wide array of partners to help middle and high school students chart a course for success. She began her civil service career as a Guidance Counselor and Education Services Specialist working with Soldiers to assist them in identifying and reaching their education goals and ended it with several awards including one for Meritorious Service and Distinguished Professional Service and Dedication to Youth Financial Literacy. Before working for the Army, she taught 8th grade history, basic adult education classes, and college courses. She likes to entertain, read, ski, and travel. Born in Sapporo, Japan, Donna has lived in many different states and in Germany, settling in Williamsburg, VA for the past 25 years with her husband, Jim - a retired Army Officer, JROTC Instructor, and Guidance Counselor who is now the president of a charitable non-profit, Accordion Renaissance. He volunteers throughout the community and beyond to help young people through training and music. They have five children and nine grandchildren. A graduate of the University of Georgia with a BSED (cum laude), she earned her MS in Counseling and Human Development from Troy University and her PhD in Education from Capella University.
