After considerable research on the differences between fraudulent, substandard and good-standing educational institutions, the author created the Ethical Intent Matrix (EIM). The EIM is based upon three theories: ethical intent, public interest, and public choice. The author also created categories of actions that feed into the EIM to allow regulators and accreditors recognizable and supported means of categorizing educational institutions.

After research into fraudulent and substandard educational institutions, the author created the Ethical Intent Matrix based upon ethical intent, public interest, and public choice theories to create a framework for determining school's ethical intent in their offerings. Author also created corresponding actions that designate schools into one of four quadrants on the Ethical Intent Matrix.
