Professional Bio: 
Dr. Robertson has more than twenty years of private and public sector experience as a senior manager. In addition, he has more than ten years of experience in academia as a Vice President of Academic Affairs, Dean of Business and MBA program director in the United States; and, in Kazakhstan. Currently, he serves as the Director of Academic for the Central Florida Campus of the University of Phoenix. He holds a PhD in Management and Organization (Stirling University, Scotland); Post Graduate Diploma in International Management-China (University of London); Master of Studies in Law (Vermont Law School); Master of Public Administration (Dalhousie University, Canada); and, a Master of Arts (Eastern Kentucky University). In addition, he has an Executive Certificate from the Sloan School of Management, Massachusetts Institute of Technology in Innovation and Strategy. Dr. Robertson is a Visiting Full Professor at the University of Ljubljana in Slovenia, Faculty of Economics; and, he serves as a Scientific Adviser to the Global Universities in Distance Education (GUIDE) association headquartered at Marconi University, Rome, Italy. He is an invited speaker on international business, strategy, online education and workforce training; and. he regularly lectures in China, Vietnam, Kazakhstan, Europe and the United States.

The proposal is to outline the existing structure and organizational efforts to support economic development and specifically to improve workforce skills in Florida and more directly in Tampa.

The research will include primary documents and materials. In addition, surveys will be conducted with a number of key stakeholders in the developing workforce skills. These interviews will include institutional stakeholders such as training providers and key agencies such as Career Source (http://www.careersourcetampabay.com/) which provides training grant financial support to companies within the Tampa region. It is anticipated that there will a minimum of eight interviews designed to assess the various opinions and perspectives on the existing workforce support initiatives. Career Source has developed a formal workforce skills strategy to better serve the business interests in the area. The surveys can assist as an opportunity to understand the benefits, challenges and opportunities associated with that strategy.

This research is a case study of a local response to the increasing need for a globally competent workforce. Specifically, the research will outline and explore issues and concerns related to the development and implementation of a formal strategic skills gap. The case study can serve as a model for consideration by other local jurisdictions.
